Programme Officer – International Cooperation (P-3)

About the role

The International Cooperation and Assistance Division of the OPCW seeks a Programme Officer (P‑3) to support States Parties in implementing the Chemical Weapons Convention. Working under the Head of the International Cooperation Branch, the officer will plan, execute, monitor and evaluate capacity‑building programmes that strengthen national legislation, laboratory capabilities and peaceful uses of chemistry.

Key responsibilities

• Plan, coordinate and manage assigned capacity‑building programmes with national authorities, academic institutions, scientific organisations and industry partners.
• Develop, execute, monitor and evaluate tailored capacity‑building packages, including the OPCW Laboratory Assistance and Twinning Programme.
• Ensure budgetary control and cost‑effective implementation of projects.
• Assess programme effectiveness, provide recommendations and report on outcomes.
• Develop and maintain standard operating procedures and follow‑up mechanisms.
