Program Manager – Global Workforce Solutions

About the role

The Program Manager – Global Workforce Solutions will shape and implement a scalable global standard for recruitment MSP and contingent workforce services. Working across Hoofddorp, the UK, the US and remote locations, you will translate market insight into operating models and drive international transformation.

Key responsibilities

• Programme‑manage strategic global MSP and workforce‑solution initiatives from design through implementation and adoption.
• Translate workforce strategy into structured implementation programs and detailed operating models.
• Develop and improve MSP operating models, processes and governance structures in partnership with CBO portfolio owners and regional teams.
• Define and drive global standards while ensuring local adaptation where required.
• Establish and monitor KPIs, SLAs, governance and reporting frameworks for workforce services.
• Analyse MSP performance data to identify improvement opportunities and support decision‑making.
• Partner with regional teams to embed new processes, technology (VMS) and operating models.
• Manage risks, dependencies, escalations and stakeholder alignment across multiple countries.

Required profile

• 8+ years of experience in program, project or workforce‑solutions management, with substantial hands‑on MSP or contingent‑workforce experience.
• Deep practical knowledge of the end‑to‑end Recruitment MSP operating model, including supplier ecosystems, VMS processes, compliance and reporting.
• Proven ability to translate strategic objectives into scalable standards and operating models.
• Strong stakeholder management and governance experience across international teams.
• Track record of delivering cross‑regional transformation initiatives on time and within scope.
