Programme Management Officer – Case Management System

About the role

The International Court of Justice is looking for a Programme Management Officer to support the preparatory phase of its Case Management System initiative. Based in the Registry in The Hague, the officer will report to the Registrar (or a designated senior officer) and work closely with the Department of Legal Matters, the ICT Division and other Court stakeholders.

Key responsibilities

• Lead the business requirements clarification process for the Case Management System.
• Develop and implement the workplan, methodology and stakeholder‑engagement approach for the business‑analysis phase.
• Conduct structured consultations, interviews and workshops with departments, divisions and judicial stakeholders to map existing workflows and document requirements.
• Analyse current judicial and administrative processes related to case intake, filing, registration, document circulation, records handling, collaboration, publication support and information retrieval.
• Identify process bottlenecks, risks, dependencies and opportunities for standardisation, digitisation and improved internal controls.
• Prepare comprehensive business, functional and high‑level technical requirements for an integrated Case Management System, covering electronic filing, registration, document transmission, centralized case‑file management and reporting.

Required profile

• Ability to work under delegated authority and report to senior Court officials.
• Experience coordinating with legal, administrative and ICT stakeholders in a complex organisational environment.
• Strong analytical skills to map workflows and identify improvement opportunities.
