Human Resources Officer

About the role

The International Residual Mechanism for Criminal Tribunals is seeking a Human Resources Officer to join its HR Section in The Hague. Reporting to the Chief of Human Resources, you will provide advice, support and operational services across the full spectrum of HR functions.

Key responsibilities

• Advise managers and staff on HR policies, regulations and entitlements.
• Prepare vacancy announcements, review applications, shortlist candidates and coordinate interview processes.
• Supervise Human Resources Assistants in processing personnel actions, staffing tables and contracts.
• Administer salary, benefits, travel and social‑security entitlements and recommend remuneration levels for consultants.
• Design and deliver staff development programmes, induction orientations and performance‑management support.
• Collect and analyse HR data, producing reports and visualisations for decision‑making.
• Assist in drafting policy papers, position papers and briefing notes on HR matters.

Required profile

• Experience in providing HR advice and support to managers and employees.
• Familiarity with recruitment, placement and staff development processes.
• Ability to supervise junior HR staff and ensure accurate administrative transactions.
• Strong analytical skills for data collection, trend analysis and reporting.
